Public Speakers:

Any stakeholder may speak at the Commission Board Meeting in reference to an item on the agenda. If a stakeholder wishes to speak, he/she must sign up to speak no less than fifteen minutes prior to the start of the meeting. All stakeholders are limited to three minutes.

The commission recognizes that stakeholders may from time to time believe it is necessary to speak to the Commission Board on matters of concern. Accordingly, the Commission Board expects any citizen to speak in a civil manner, with due respect for the decorum of the meeting, and with due respect for all persons attending.

Board Room Rules:

·         All electronic devices, including cellular phones shall be silenced in the Board Room.

·         Signs and Placards are not permitted in the Board Room.

·         No stakeholder or member from the public shall be heard until recognized by the presiding officer.

·         Public comments will only be heard during the Public Comment portion of the meeting unless the issue is a Public Hearing.

·         Speakers must have signed in prior to fifteen minutes before the start of the meeting and noted the topic on the agenda which they wish to speak on.

·         Speakers must state their name and address for the record.

·         Speakers shall limit him or herself to matters of fact regarding the issue of concern.

·         Comments shall be limited to three minutes per speaker unless prior approval by the presiding officer.

·         If an elected representative is elected to speak on behalf of a group, the presiding officer may at his/her discretion approve an increased time allotment.

·         Personal attacks made publicly toward any stakeholder, citizen, District employee or Commission Board Member will not be allowed.

·         Citizens are encouraged to bring their complaints on matters of the Fire Departments operation and personnel through the supervisory chain of command in accordance with the District’s Policy & Procedure Manual.

·         Any member of the public interrupting the Commission Board proceedings, otherwise creating a disturbance, or failing to abide by these rules of procedure in addressing the Board of Commissioners, shall be deemed to have disrupted a public meeting and, at the direction of the Presiding Officer, shall be asked to leave the proceedings, or may be removed from the Board by Law Enforcement personnel or other agent designated by the Board of Commissioners.
